City Prepares for Open Enrollment 2019


Annual enrollment and will be held from Nov. 1 through Nov. 30. As always, employees will have the opportunity to make any changes to their benefits, which become effective Jan. 1, 2019. 

This year’s annual enrollment will be a passive enrollment, which means that if an employee wants to keep the same core benefits for 2019, no action is required. However, under IRS rules, the following benefits always require active enrollment, so employees need to sign up to continue these benefits in 2019:

  • Health Care Flexible Spending Account (FSA)
  • Dependent Care Spending Account (FSA)
  • Health Savings Account (HSA) for those on the Cigna Quality Connect OAP (high-deductible plan)

The city again will make a one-time $500 HSA seed money contribution for anyone who signs up or stays on the Cigna Quality Connect OAP (high-deductible plan) for 2019.

Like last year, annual enrollment will be through the online enrollment platform Cigna Guided Solutions (CGS), where employees can elect or make changes to their benefits at During November, the Benefits and Wellness team will conduct a few help sessions at various locations to allow employees time to sit with a staff member and address any questions or concerns.

Employees will need to have their CGS username and password ready to log in during the help session. Benefits and Wellness staff members will not have access to retrieve credentials, nor will they be able to process any enrollment changes. Employees needing assistance retrieving a username and password, should contact Cigna at (800) 853-2713.
